The latest waste recycling complexes will be built in four regions of the country, and more than 6 billion rubles will be allocated for them. This was reported to Izvestia by the Russian Environmental Operator (REO) on November 10.

Mari El, Mordovia, Dagestan and Kurgan region will receive additional funding from the government. With the allocated funds, the regions will be able to implement six projects for the construction and reconstruction of facilities for the processing, sorting, neutralization and disposal of municipal solid waste (MSW). The decree was signed by Prime Minister Mikhail Mishustin.

"The four regions that submitted applications will receive subsidies on co-financing terms. Additional funds allocated by the state will create conditions for the formation of a comprehensive MSW management system, including the construction of sorting and processing facilities. The measure is aimed at reducing the volume of waste sent to landfills and developing a closed—loop economy in these regions," the REO said.

The work is being carried out on behalf of the President within the framework of the federal project "Closed-loop Economy" of the national project "Environmental Well-being".

Earlier, on September 19, the REO informed Izvestia that Russia was preparing to strengthen supervision of landfills and could legislate the use of unmanned aircraft systems, airborne laser scanning, aerial photography and thermal imaging to check such facilities. Drone video shooting and 360-degree panoramic photography will become mandatory. Additionally, laser scanning, aerial photography, and thermal imaging from the air are available for MSW landfills.

In October, it was reported that the Russian Federation would create an infrastructure for processing coal mining waste. As part of the roadmap, REO will prepare a collection of best practices, analyze the equipment market, propose financial support for the industry, and participate in the development of legislative amendments to encourage the reuse of resources.

On November 7, the REO announced that Russia would launch cooperation with Algeria in the field of waste management: the Algerian side expressed its readiness for direct contacts with Russian organizations involved in waste collection, transportation and recycling in order to promote joint initiatives and technology exchange.
