The Government has approved the rules for managing the public communications network

The Russian government has approved the rules for centralized management of the public communications network and has given Roskomnadzor (RCN) new powers. The relevant resolution is posted on the official portal for the publication of legal acts.

According to the document published on November 6, Roskomnadzor will have the right to respond promptly to threats to the stability, security and integrity of the Russian segment of the Internet.

The agency will be able to change traffic routes, reserve communication channels, turn on information security tools and filters, as well as give mandatory instructions to telecom operators and owners of traffic exchange points.

The decree will enter into force on March 1, 2026 and will be valid until March 1, 2032.

Earlier, on October 31, the head of Roskomnadzor, Andrey Lipov, proposed to abandon the system of individual consents to the processing of personal data. He added that the RCN intends to organize a control system that will ensure data processing in a strictly defined volume and on time.
