The end of the Ukrainian conflict is impossible without eliminating its causes and taking into account Russian interests. This was announced on November 9 by Russian Foreign Minister Sergei Lavrov.

"I repeat once again that the end of the conflict, in our opinion, is impossible without taking into account Russian interests and eliminating its root causes," he said in an interview with RIA Novosti.

Lavrov also stressed that the issue of ownership of Crimea and Sevastopol has been finally resolved for Moscow. He recalled that the inhabitants of the peninsula had exercised their right to self-determination in a referendum in March 2014 and voted for reunification with Russia.

On October 31, Russian Foreign Ministry spokeswoman Maria Zakharova, commenting on the "plan to end the war in Ukraine" discussed by Western media, stated Kiev's unwillingness to work to eliminate the root causes of the conflict. It was noted that a real peace process is possible only if the territorial realities, the neutral status of Ukraine, the restoration of the Russian language and canonical Orthodoxy, as well as the rejection of illegal sanctions and the theft of Russian assets are recognized. However, the draft does not mention the repeal of the relevant laws.
