The draft law proposing to introduce personalized certificates for paying for medicines for the poor looks very relevant and important for society. This point of view was expressed by Artur Tumashevich, a practicing dentist and adviser to the Russian Association of Anesthesia and Safe Dentistry, in an interview with Izvestia.

Untimely provision of drugs can lead to bone destruction, heart attacks and arrhythmias.

"Now many low—income families are facing serious difficulties - sometimes they do not have enough money even for the most necessary medicines. Studies show that about 80% of low-income citizens refuse to buy medicines at least once a year due to financial difficulties," he draws attention.

Help in the form of certificates can partially solve this problem. However, the expert emphasizes that such certificates can only cover basic needs. They will not be able to fully resolve the issue of expensive or necessary drugs for chronic diseases.

"For this measure to really work, the amount of the certificate should not be symbolic, but correspond to the average monthly cost of medicines for one person. For people with chronic diseases or for families with children, it is worth considering a larger amount. The project can be financed not only from the federal budget, but also by redistributing funds from less effective social programs," Tumashevich is convinced.

In his opinion, in the long term, the implementation of the initiative will reduce the burden on the healthcare system, as timely treatment will help reduce the number of hospitalizations and exacerbations of chronic diseases.

"The introduction of personalized drug certificates is the right step if it is implemented in a targeted, transparent manner and taking into account the real economic situation," the doctor concludes.

Earlier, the State Duma proposed introducing a special certificate for the poor to receive medicines.
