The Federation Council proposed to ban the placement of darkstores in apartment buildings

The Federation Council has prepared a bill that provides for a complete ban on the placement of darkstores — warehouses for assembling online orders - in apartment buildings. This was announced on November 7 by the author of the initiative, Senator Oleg Golov.

As the parliamentarian explained, the project is aimed at resolving issues related to the functioning of darkstores in residential buildings. The document proposes to consolidate their definition as remote trading facilities closed to buyers, where a stock of goods is formed, their sorting, packaging and intensive loading and unloading activities are carried out.

"There is a direct ban on the placement of darkstores in multi—family residential buildings due to the fact that their operation creates significant inconveniences for residents: night noise from unloading operations, increased fire load, heavy traffic," the report says, quoted by RIA Novosti.

According to Golova, the characteristic features of the darkstore include multiple deliveries of goods during the day, a wide range that turns the room into a warehouse, completing hundreds of orders daily, carrying out logistics operations at night and lack of customer service.
