On November 1, 88 houses in the Yuzhny microdistrict of Domodedovo city suddenly discovered that they had a new management company— LLC UK Liana Group. At the same time, residents were told that the decision on the new Criminal Code was allegedly made in an in-person and absentee voting by the owners of the houses. However, the residents did not hold any meetings or votes. Moreover, the company that received the right to manage the houses has signs of a one-day operation. The situation has already led to a garbage collapse in the affected houses. How did the residents find out about the change of the Criminal Code

Yulia, a resident of house No. 21 on Kurizhova Street, told Izvestia that on October 31, a message from the current Ritm management company arrived in the communal chat: "Today, during a routine data check in the GIS housing and communal services system, we were surprised to find that all serviced homes, including yours, were excluded from our license. Unfortunately, we do not yet have an understanding of the reasons for what happened. In this regard, we inform you that from November 1, 2025, another management company will be engaged in the maintenance of your homes."

It turned out that the management rights of the house were transferred to the management company "Liana Group". On Saturday, November 1, representatives of the company already appeared in the neighborhood, demanded to hand over the keys to all common areas, and began to cut the locks on the basements themselves, Yulia continues.

According to her, they did not provide any documents. Later, at the office of the Liana Group, the director met with outraged residents. He stated that the decision to transfer control of the houses was made on the basis of a general meeting of the owners. The meeting was allegedly initiated by the management company's contracting organization. He refused to give its name, and did not show the minutes of the meeting.

Yulia's words are confirmed by Alexander Antonov, a resident of another house in the same area.

— We don't even know who this person who called himself the head of the organization is. They asked him to show his passport, but he refused," he told Izvestia.

Alexander Antonov emphasizes that since last year, voting in any form other than electronic has been prohibited in his house. The reason is similar: residents faced communal wars when management companies tried to "divide" the house and began to forge the minutes of the general meeting of owners. Now you can find out about all the votes in the GIS Housing and communal services electronic system. There is no meeting of the owners referred to by the Liana Group.

In the house where Yulia lives, the decision to hold all general meetings of owners using the GIS housing and communal services system was made in the spring.

Alexander and Yulia have complaints about Ritm Management Company LLC, but in general they call it not bad: at least, the management company engaged in dialogue, responded to requests, and kept the yard clean. The question of changing the Criminal Code was previously raised, but the residents decided to abandon this step.

It is known that a total of 88 houses were replaced by the management company, which were simultaneously transferred to the Liana Group. Of these, 13 belonged to the Ritm management company, which calls the incident a raider takeover. It is emphasized that the current Criminal Code and residents have not received any notifications.

According to the Ritm Management Company, on Kuryzhova Street, most houses decided that all voting should be conducted only through the GIS housing and communal services system. Moreover, some houses have chosen Ritm LLC as their management company only this year — in May and July. It is forbidden to re-elect another management company twice a year.

The Rhythm Management Company told Izvestia that they had not received intelligible answers from local governments. There is also no reaction from the police, who have filed complaints about the actions of employees of the new management company for cutting locks from basements. Izvestia sent a request to the Ministry of Internal Affairs of the Moscow Region.

Which company got 88 houses under management

According to Rusprofile, UK Liana Group LLC was registered only in March. Apparently, she had no previous management experience, but gained access to 88 houses at once.

By the way, the organization's offices quickly appeared in the neighborhood. According to local residents, these are small nooks where desktops and computers have just been installed. There are employees there who cannot give any explanations to the apartment owners.

At the same time, the company has already replaced several managers since March. The current CEO is Sergey Tuchkov, a native of Labytnanga, who previously served as the head of several management companies in the Tyumen Region. In August, he was declared bankrupt due to a debt of 3.5 million rubles to Sberbank (data from the Unified Federal Register of Bankruptcy Information). In addition, he has debts in the amount of about 4.4 million rubles (information from the Database of enforcement proceedings of the FSSP of Russia).

The first CEO of the company is Anatoly Batov. Previously, he led no less than 62 companies (has signs of a mass leader, it is specified on the Rusprofile website).

Liana Group itself has significant signs of a one-day company. In particular, the place of its registration is at the address: Moscow, 1st Leonova str., 18, room. 438 turned out to be unreliable, according to the company's profile on Rusprofile.

17 more companies are registered at the same address, almost all of them are also CC. Previously, Ladaria Service Management Company LLC, which is known to Domodedovo residents, had this address: it was reported in the media that this company had already tried to seize power over several houses in the Yuzhny microdistrict in 2022. The scheme was similar: there were minutes of an alleged meeting that no one knew about, including its chairman.

By the way, Natalia Batova was one of the leaders of Ladaria Service.

Izvestia sent a request to the management company Liana Group LLC, but no responses had been received at the time of publication.

The Domodedovo City administration also did not respond to Izvestia's request. It was this authority that in September 2025 added the Liana Group Management Company to the list of management organizations for managing apartment buildings that can be appointed by the administration, that is, this management company is given priority if it is necessary to appoint a management company (this also happens if residents cannot choose an organization themselves or there are no people willing to take over the house custody).

The Ministry of Territorial Maintenance and State Housing Supervision of the Moscow Region (Ministry of Cleanliness), in response to a request from Izvestia, stated that Liana Group Management Company LLC meets the licensing requirements. It is also emphasized that the amendments to the register of licenses for the management of MCD are purely declarative, and such applications have been received from Liana Group. They were accompanied by documents on the conclusion of contracts for the management of the MCD based on the results of the general meetings of the owners of the premises held in person and in absentia. On this basis, changes were made to the register of licenses, and the Management Company received the right to manage houses.

"In connection with complaints about possible falsification of the above protocols, the Ministry sent an application to the Ministry of Internal Affairs of Russia in Domodedovo, Moscow Region, on November 5 to check the materials for evidence of a crime under Article 327 of the Criminal Code of the Russian Federation," the ministry said.

Meanwhile, houses that have suddenly lost their management company are already facing problems.

— Since November 1, our area has been mired in garbage. For the first three days, the bins in the courtyard were overflowing, and the sidewalks were not cleaned. Garbage cans stand along the houses full all day long. The application for a clogged garbage chute was processed for a day," Yulia said.

At the same time, a resident of the house saw two workers in vests who introduced themselves as a contractor hired by Liana Group to restore order in the yard. That is, they don't have their own employees, Yulia sums up.

How often is the scheme used?

Similar schemes have been used in Domodedovo before. In 2023, it became known about the raider seizure of several houses by the Kompas Management Company.

Residents of other houses in Domodedovo told Izvestia about similar situations with other management companies that are happening right now. As a rule, these cases relate to relatively new large houses.

— Of course, there is a battle going on for new high—income houses - as a rule, management companies collect more from them than they invest. There are complaints about raider seizures of houses from management companies from different regions about these facts," Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, told Izvestia.

Pavel Stepura, an expert in the housing and communal services sector, editor—in-chief of the Dom and Dvor portal, notes that the main way of such "seizures" is to fake the minutes of the general meeting of owners. These protocols are sent to the State Housing Inspectorate (GJI), which, based on these data, make changes to the register of licenses, transferring the MCD from one management company to another.

"Unfortunately, in a number of regions, the State Housing Supervision authorities do not check or review very superficially submitted documents and make changes to the license register without proper verification," Pavel Stepura confirmed to Izvestia.

According to him, the transition of the house from one Criminal Code to another is impossible without the GJI, which is obliged to monitor, among other things, possible forgeries of votes and protocols of the OSS when voting for the change of the Criminal Code. The Supreme Court of the Russian Federation explicitly pointed this out.

The Ministry of Cleanliness, however, stated that "consideration of the issue of falsification of OSS decisions is not within their competence." The Ministry also does not have the authority to conduct an examination of the authenticity of signatures.

Another option for the illegal transfer of a house is the direct collusion of management companies with local governments, says Svetlana Razvorotneva. In this case, it is announced that the will of the owners has not taken place, the house is put up for competition, or the management company is simply chosen (just from among those whom the administration can appoint itself).

How to counter such facts

Svetlana Razvorotneva calls the complete transition of the house to electronic meetings through the GIS housing and communal services system or its equivalent the most reliable way to deal with such problems. In these systems, each owner is identified, it is impossible to vote for someone else, and all protocols remain available. In this case, it is easier to challenge the appearance of some fraudulent decisions of the owners' meeting.

She believes that it is necessary to change the situation, according to which a license is issued not for the right to work in the residential building management market, but for the right to manage a specific house. According to her, in this way the decision is made by the GJI and actually replaces the decision of the owners. However, so far there is no consensus in the State Duma on this issue.

Nevertheless, the lower house of parliament has already begun drafting a new bill aimed at combating forgery of protocols. One of the proposed innovations is that each homeowner will receive a notification about voting at the meeting so that the owner can file a complaint about fraud through Gosuslugi.

It is also proposed to change the system of transmitting the minutes of the owners' meeting to the GJI. Now the information about the results of the meeting is being submitted there by the Criminal Code. The deputies propose to remove the managers from this chain, and to consider the protocol that appeared in the GIS housing and communal services system as the last reliable version of the protocol.

According to her, the authors of the bill hope to submit the document for consideration by the end of the year.

Pavel Stepura notes that there is no need to radically change the procedures for changing the Criminal Code, but it is necessary to eliminate existing loopholes. The innovations proposed by the deputies and the introduction of personal responsibility for GJI employees who have signed documents on the transfer of MCD from one criminal code to another will help to do this, if the illegality of such a transition is revealed.

Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, adds that if forgery of signatures is detected, residents should contact law enforcement agencies. If the deception is confirmed, a decision should be made to institute criminal proceedings under Article 327 of the Criminal Code of the Russian Federation. Valery Goryukhanov, Deputy head of the Investigation Bureau of the Popular Front, emphasizes that before this, it is necessary to request the minutes of the meeting from the GJI, on the basis of which the decision was made. If it does not exist or the signatures are questionable, it is necessary to record the fact of illegal actions — photos, videos, acts — and send a collective statement to the housing inspectorate, the prosecutor's office and the police.
