RSA reported a low level of taxi insurance for CTP
The level of CTP taxi insurance in Russia is still low: currently, only half of the 800,000 vehicles used by carriers are insured. This is stated in a statement by the Russian Union of Motor Insurers (RSA), which was received by Izvestia on November 6.
With the average price of an annual taxi policy of 21.4 thousand rubles multiplied by 265 thousand annual policies, and the average premium for short policies of 205 rubles multiplied by 125 thousand short policies, the missing insurance premium is almost 5.7 billion rubles. This is about 2% of the total CTP market year-on-year, calculated in the RSA.
According to the NSIS (AIS insurance operator), in January – September 2025, 4.75 million short-term CTP policies were concluded, 99% of their buyers are drivers of cars used as taxis. Of the total number of short-term CTP policies, only 159 thousand are unique, that is, issued for the same car, and only 35.7 thousand cars had both annual and short-term CTP policies at the same time. In addition, in 2025, 265 thousand annual CTP policies were concluded for cars used in taxis.
"It turns out that the remaining 400,000 taxi cars are either uninsured altogether, or indicate a personal purpose in order not to pay more," said Evgeny Ufimtsev, head of the RSA.
Earlier, on October 30, the head of the RSA said that the average cost of CTP policies in Russia has reached a low point, now insurers expect it to gradually increase. Ufimtsev estimated the future increase in the cost of the policy at 2-3%.
On October 27, it was reported that the State Duma Committee on State Construction and Legislation recommended the adoption in the first reading of a bill that prohibits repeated fines during the day for driving without CTP.
