Rosprirodnadzor held the first "School of Regional Ministers" in Russia

From November 6 to 8, the first All-Russian forum "School of Regional Ministers", initiated by the Federal Service for Supervision of Natural Resources Management, was held in the Senezh Management Workshop. The results of the forum were announced by the head of the service Svetlana Radionova. About 150 heads of environmental agencies from all over the country took part in the unique project. The speakers were leading experts from the central office of Rosprirodnadzor. The new platform was created for dialogue and building effective interaction between federal and regional structures responsible for supervision in the field of environmental protection and nature management.

The School of Regional Ministers has set new standards for cooperation between regional and federal environmental supervision authorities in Russia. Experts from key federal services were invited to the dialogue, including heads and representatives of the Ministry of Natural Resources and Ecology of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Accounts Chamber of the Russian Federation and the Prosecutor General's Office of the Russian Federation, etc. The project participants are focused on the practical implementation of national development goals in the environmental field. The main focus is on the implementation of the federal projects "Clean Country", "General Cleaning", "Clean Air" and "Russian Water". Special attention is paid to the exchange of successful regional practices and the search for solutions to the most pressing problems in the field of environmental protection and environmental management.

Dmitry Patrushev, Deputy Prime Minister of the Russian Federation, sent a welcoming message to the participants of the School of Regional Ministers. He noted that in conditions of intensive economic development, issues of compliance with environmental legislation are becoming a special role, therefore it is extremely important to establish high-quality interaction at all levels of government. "The project will allow us to jointly find effective solutions for their subsequent implementation in practice. All this will be a step towards the formation of a unified methodological vector in the field of control and supervisory activities and ensuring environmental well-being throughout the Russian Federation. This means that this will have a positive impact on the quality of life of our citizens," Svetlana Radionova, Head of Rosprirodnadzor, announced Dmitry Patrushev's words.

"The School of Regional Ministers is a unique platform for an open dialogue between the federal center and the regions. Its goal is not only to provide relevant management tools, but also to create an environment for the exchange of experience, and to increase the efficiency of executive authorities and all those involved in environmental protection on the ground. The creation of such a site is a strategic step towards forming a unified legal framework in the field of environmental management and environmental protection. Only by combining the efforts of the federal center and the regions can we effectively solve the tasks set in this area," said Svetlana Radionova, Head of the Federal Service for Supervision of Natural Resources.

For several days, the participants of the "School of Regional Ministers" solved the main task – to ensure a uniform approach to control and supervisory activities in the field of environmental protection. Experts exchanged best practices, discussed problems and legal gaps, and developed specific mechanisms for interaction in such matters as control over objects of negative impact and their registration, the formation of a system for handling municipal solid waste of various classes, methods for calculating environmental damage and administering payments for non-hazardous waste, judicial practice and licensing issues. documentation.

Rosprirodnadzor specialists shared their experience on how to conduct inspections, interact with violators, and monitor the receipt and distribution of "colored payments." They also answered questions from colleagues who have their own specifics of work in each region, their own pain points and priorities. For some, these are issues of eliminating accumulated environmental damage and the need for new approaches to address historical environmental damage. For regions where mining is carried out, the issues of control over the rational use of mineral resources are acute. The experts discussed current legislative changes with the participants. The speakers talked about the use of new technologies, including artificial intelligence systems.
