The State Duma will introduce a bill on personalized medical certificates for the poor

Deputies of the State Duma (State Duma) intend to submit to the House of Parliament a new bill aimed at introducing a personalized drug certificate, which will allow obtaining the necessary medicines for a certain amount. This is evidenced by the relevant document, which was reviewed by RIA Novosti on November 5.

"The bill proposes to provide low—income families, low-income single-parent citizens whose average per capita income does not exceed the minimum subsistence level of the able-bodied population established in the subject of the Russian Federation, as well as citizens who find themselves in a difficult life situation, targeted state social assistance in the form of a medical certificate," the explanatory note to the draft says.

It is specified that the author of the bill was Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs. Thanks to this certificate, a person will have the opportunity to purchase the necessary medicines for a fixed amount. It will operate on the territory of the entity that issued it.

The cost of the certificate will be 25% of the cost of living per capita, which in 2025 will be approximately 4.5 thousand rubles per month. An important feature of the document is its targeting and the possibility of obtaining it by application, which simplifies the process for citizens who find it difficult to cope with rising drug prices.

Earlier, on October 24, Yulia Finogenova, Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, said that federal and regional support for pensioners, including monthly cash payments, tax benefits and subsidies, is available only if an application is submitted on time. According to her, important measures to support pensioners, such as monthly cash payments and a set of social services, require timely statements. To receive compensation for the costs of medicines, transportation, or spa treatment, you must submit it on time.
