Putin on Trump's nuclear test statements

On Wednesday, November 5, Russian President Vladimir Putin held an operational meeting with permanent members of the Russian Security Council in the Kremlin. The main topic of discussion was the statements of the American President Donald Trump about nuclear tests in the United States.

Vladimir Putin instructed to do everything possible to gather additional information about the US plans for nuclear tests and to make agreed proposals on the possible start of work on the preparation of nuclear weapons tests.

Russian Defense Minister Andrei Belousov reported to Vladimir Putin at a meeting of the Russian Security Council on November 5 that the United States regularly conducts such tests: "Washington regularly conducts exercises of strategic offensive forces. The last such exercise, Global Thunder 2025, with the elaboration of issues of preventive nuclear missile strikes on Russian territory, took place in October of this year."

During a meeting with permanent members of the Russian Security Council, Vladimir Putin called what was happening a serious matter and added that the Security Council was analyzing all the statements made in the ruling circles of the United States on this topic.

Later, Kremlin spokesman Dmitry Peskov said in an interview with TASS: "I want to emphasize that the president did not give instructions to start preparing the test. The President instructed to study the issue of the expediency of starting preparations for such tests. That's what they're going to do now," the Russian leader's spokesman said.

Dmitry Peskov also pointed out the time frame when Vladimir Putin is waiting for a report on the feasibility of nuclear weapons tests. "No specific dates have been set yet. But it is clear that in order to come to a conclusion about the expediency of starting preparations for such tests, it will take exactly as long as it allows us to fully understand the intentions of the United States," he said.

This is not the first time that American President Donald Trump has said that the United States should test nuclear weapons. In his opinion, Russia, China and a number of other countries are allegedly already doing this in secret, and the United States should not lag behind.

"You know, it's really necessary, and the reason I'm saying this is because Russia has announced that it's going to conduct tests. If you'll notice, North Korea is constantly conducting tests. Other countries are experiencing it too. We are the only country that is not experiencing, and I don't want to be the only country that is not experiencing," Donald Trump said on November 3.

In this context, it is important to note that Vladimir Putin has previously said that Russia is ready to test nuclear weapons only if some other country does it first.

On November 5, the United States also conducted a test launch of an unarmed Minuteman III intercontinental ballistic missile capable of carrying a nuclear warhead at the Vandenberg base in California.

Putin on plans for the CTBT

In addition, Vladimir Putin, during a meeting with permanent members of the Security Council, noted that Russia has no plans to deviate from its obligations under the Comprehensive Nuclear-Test-Ban Treaty (CTBT).

"I would like to note that Russia has always strictly adhered to and adheres to its obligations under the Comprehensive Nuclear-Test-Ban Treaty. And we have no plans to deviate from these obligations," the Russian president said at the meeting.

He recalled that Russia has always adhered to strict compliance with its obligations under the CTBT and will continue to do so until another country conducts nuclear weapons tests.

«<..."back in my message to the Federal Assembly in 2023, I said that if the United States or other states parties to the relevant treaty conduct such tests, then Russia will have to take appropriate retaliatory actions," Vladimir Putin recalled.

Putin on preparations for Russia's nuclear tests

During a meeting with members of the Security Council, Vladimir Putin also instructed a number of Russian ministries and departments to work out a plan for the possible start of nuclear weapons testing.

"In this regard, I am instructing the Ministry of Foreign Affairs, the Ministry of Defense of the Russian Federation, special services and civilian departments, and relevant civilian departments to do everything possible to collect additional information on this issue, analyze it at the site of the Security Council and make agreed proposals on the possible start of work on the preparation of nuclear weapons tests," he said. the head of state noted.

In this context, the head of the General Staff, Valery Gerasimov, said that it takes from several months to several years to prepare nuclear tests, depending on their type, so appropriate measures should be taken now.
