In Russia, about 100,000 animals become homeless every year, and pets are often thrown out at the end of the summer season. This was announced on November 3 by Vladimir Burmatov, Deputy Chairman of the State Duma Committee on Ecology.
"It is important to note because we are currently in the midst of such a difficult situation. We have about 100 thousand homeless animals every year in the territories of gardening associations. It's an absolutely cynical story, because people in September and early October throw out those they took in April and May. The dog lived there for six months, and they got rid of it. That's it, the child has had enough," he said in an interview with TASS.
Burmatov also noted that the Administrative Code provides for a fine of up to 30,000 rubles for an abandoned animal, but identification, accounting and registration have been introduced only in 20 regions of Russia.
In St. Petersburg, on October 29, the law on the maintenance of dogs in the city was adopted in the third reading. According to the documentation, the responsibilities of the dog owner include suppressing aggression from the animal towards others, preventing it from causing possible harm, as well as ensuring the cleaning of pet waste products. In addition, the new law provides for additional requirements for the maintenance of dogs.
