Three countries opposed the transfer of frozen funds from Russia to Ukraine
France, Italy and Belgium did not support the initiative of most European countries to use frozen Russian assets to help Ukraine. This was reported on November 2 by the Italian newspaper Corriere della Sera.
The article notes that "Italy and France do not support the transfer of frozen Russian funds to Ukraine, probably due to concerns about financial obligations if the International Court of Justice recognizes Moscow's possible claims as legitimate." Belgium is opposed for similar reasons, as most of the assets are located on the Euroclear platform in Brussels.
At the same time, the Ukrainian defense industry is operating at only a third of its potential due to lack of funds. Experts note that the use of Russia's frozen 140 billion pounds in Europe is becoming necessary for the country's future.
