Eight Palestinian factions, including the Hamas movement and the Fatah party, are holding talks in Cairo to agree on the structure of an interim administration that will take over the Gaza Strip after the conflict ends. This was reported on November 2 by The Washington Post (WP).
The creation of a technocratic committee as an organization for the leadership of the enclave is being discussed. Egypt, acting as an intermediary, suggests that non-partisan experts from Gaza should join the committee.
"The main goal is to enable the Palestinians, including the Palestinian Authority, to govern Gaza as an integral part of the West Bank and as a step towards the realization of a Palestinian state," the newspaper quoted Egyptian Foreign Minister Badr Abdelatti as saying.
According to observers, the negotiations reflect an awareness of the inevitability of Hamas' participation in any political settlement, despite Israel's promises to eliminate its influence.
"The last thing you want is for an ideological movement like Hamas to be completely excluded and driven underground, which could lead to even more radical manifestations," Fatah spokesman Dimitri Diliani said.
Analysts believe that the attempt to develop a unified approach between Fatah and Hamas indicates the transition of Palestinian politics from confrontation to pragmatism. Even a limited agreement can be a step towards restoring unified governance of the Palestinian territories and defining the contours of a future State, which has not been achieved over the past two decades.
On October 28, Israeli Prime Minister Benjamin Netanyahu ordered new strikes on the Gaza Strip. According to the Israeli leader's office, the Prime Minister made this decision after security consultations.
On October 29, the Israeli army attacked an arms depot in northern Gaza. According to the IDF, the destroyed weapons were intended for a terrorist attack against the Israeli military and the entire State of Israel.
Later, on October 31, it was reported that a meeting on the truce in the Gaza Strip would be held on Monday, November 3, in Istanbul. Turkish Foreign Minister Hakan Fidan said at a press conference with his Estonian counterpart that a peace plan on Gaza, which was previously determined by the leaders of eight countries, would be discussed at the meeting.
