Masharov reported fines for storing wheelchairs and bicycles in entrances

Residents of apartment buildings face administrative liability for storing wheelchairs, sleds or bicycles in the entrances, Evgeny Masharov, a member of the commission of the Public Chamber of Russia for public examination of draft laws and other regulations, said on November 2.

According to him, the decree of the Government of the Russian Federation dated 09/16/2020 No. 1479 "On approval of the Rules of fire protection in the Russian Federation" prohibits the installation of storerooms in stairwells and storing items made of combustible materials under stairwells.

"Strollers, baby sleds, bicycles and other items cannot be left in the entrance, as this item will be considered a fire hazard, which means that the resident of the house will violate current legislation. Responsibility for this offense is provided for in part 1 of Article 20.4 of the Administrative Code of the Russian Federation," RIA Novosti quoted him as saying.

He specified that citizens for violation face a fine from 5 to 15 thousand rubles or a warning, officials — up to 30 thousand rubles, individual entrepreneurs — up to 60 thousand rubles, legal entities — up to 400 thousand rubles.

Masharov added that modern residential complexes usually have special rooms for storing wheelchairs, sleds and bicycles. If there are no such rooms, the tenant himself is responsible for the things in the entrance.

He stressed that the introduction of fines is conditioned by the priority of tenants' safety. As an alternative, the expert suggested using private apartments or balconies for storing strollers and bicycles.

Masharov also noted the need for active explanatory work on the part of management companies. Information about the risks and consequences of cluttering entrances should be published on information stands, since cluttered stairwells interfere with the evacuation of residents.

Earlier, on October 30, State Duma deputy Sergei Kolunov said that residents of apartment buildings who leave their personal belongings, including shoes, strollers and bicycles, in vestibules and corridors of entrances, can be fined for violating fire safety rules. He stressed that the presence of foreign objects in the entrances significantly increases the risk of fires and makes it difficult to evacuate in case of an emergency.
