The idea will be implemented using the youth initiative budgeting (IIB) technology, which will attract young people to allocate funds from the budget, Artem Metelev, head of the Youth Policy Committee, told Izvestia.
"Proactive budgeting is a technology that helps to form a responsible position of a young person and contribute to improving his financial literacy. By the end of the year, we will help the regions adopt the necessary regulations for its implementation. We recommend allocating at least 10% of the total amount of funds allocated for initiative budgeting to youth projects. According to our optimistic forecasts, the amount may amount to about 5 billion rubles," the parliamentarian said.
As Metelev noted, youth initiative budgeting is already reflected in the basic law "On Youth Policy in the Russian Federation", in the national project "Youth and Children", as well as in the Strategy for Implementing Youth Policy until 2030. In 2024, almost 1.2 billion rubles were allocated for youth initiative budgeting projects, according to a report by the Financial Research Institute of the Ministry of Finance of the Russian Federation (NIFI), which was reviewed by Izvestia.
For the most part, funds were allocated for youth events (holidays, festivals, graduations) and the creation of infrastructure in schools and universities (libraries, coworking spaces, gyms, canteens, assembly halls), as well as for the improvement of public areas, parks, squares. This format allows young people to initiate their own projects themselves, improving their financial literacy, Dmitry Shatokhin, head of the Directorate of Initiative Budgeting in State Programs at the Ministry of Finance of the Russian Federation, told Izvestia.
"The guys in groups, together with consultants, put forward their ideas on what they would like to do in their schools, universities, and neighborhoods. After that, their ideas are examined for funding. If the project is approved based on the results of the vote, then the guys themselves are engaged in putting everything into practice with the help of allocated money from the budget," said Shatokhin.
In 2024, Russian Prime Minister Mikhail Mishustin called improving financial literacy one of the main conditions for the country's further development.
