The head of the family that disappeared in the Krasnoyarsk Territory, Sergei Usoltsev, was repeatedly brought to administrative responsibility, and was also involved in the implementation of American programs in the past.
As Izvestia found out, in 2024, an administrative case was initiated against Usoltsev under the article on violations in the field of finance and taxes, as a result of which a fine was levied against him. Earlier, in 2020, he was also fined for violating the law on state registration of legal entities and sole proprietors.
Sergey Usoltsev is the founder of the International Development Center — Zheleznogorsk LLC. In 2021, he paid a fine of 5,000 rubles for giving false information about the address of the International Development Center — Zheleznogorsk LLC, which he headed.
At the same time, as Izvestia has established, Sergey Usoltsev is known in Zheleznogorsk for his participation in the late 1990s in the implementation of the American program "Initiative of Nuclear Cities", launched by the US Department of Energy.
A businessman from Zheleznogorsk, who disappeared in the taiga, criticized the government in the 2010s and predicted the collapse of Russian business. In his 2015 interview, which he gave as director of the International Development Center — Zheleznogorsk, he described how the state is "strangling" the real sector of the economy. He complained about loans at 20-25%, legislation, customs barriers and monopoly tariffs on energy resources.
"What's the competitiveness if the equipment is immediately 20% more expensive for you? But you have to pay a good and honest salary. Our energy is no longer cheaper than in China. And the raw materials are also <...> What kind of deep processing of aluminum can I do here? Nonsense!"— said Usoltsev in an interview.
He said that in such circumstances, a "normal entrepreneur" was allegedly forced to look for other options. When asked directly if he could name at least one decision by the authorities that would promote business development, Usoltsev answered briefly.: "No way! Unfortunately."
"Starting a manufacturing business costs from a million dollars. Wouldn't it be easier to go to Thailand with this money and become a downshifter there?" said Usoltsev back in 2015.
The loss of the Usoltsev family in the Minsk Loop area, when they were heading to Mount Pinocchio, became known on September 28. Over 515 km of forest roads and 40 square kilometers of woodlands were explored in the search.
The active phase of the search was completed on October 12, but the work will continue in the format of point tasks, which will be performed by certified rescuers and professionals. On October 22, investigators called the accident the main version of the disappearance of the Usoltsev family.
Later, on October 30, it was reported that Usoltsev was the owner of a paint manufacturing company. It was clarified that on October 14, the man was supposed to provide a report on the expenditure of state grants, but on that day he disappeared along with his wife and daughter. In addition, significant amounts of money remained in the accounts of the missing person and his company.
