The new recycling rules will come into force on December 1.

The new rules for calculating scrap collection for passenger cars will enter into force on December 1, 2025. The relevant resolution was approved by the Government of the Russian Federation and published on November 1 on the official portal of legal information.

Changes in the mechanics of calculating scrap collection for passenger cars involve the introduction of a new indicator. The base rate for the calculation will be based on the type and volume of the engine, and the engine power will affect the formation of the coefficient on a progressive scale. For individuals who import a car into the Russian Federation for personal use, it is proposed to maintain preferential coefficients for cars with a capacity of up to 160 hp (3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years).

Initially, the new rules were supposed to come into force on November 1. The postponement for a month was required to support citizens who could order and pay for cars with an engine capacity of over 160 hp after the publication of the draft regulatory act with new parameters or face unpredictable delays in the delivery of cars. The parameters will become effective on December 1 and will not affect those who paid for the recycling of a foreign car before their entry into force, the press service of the Ministry of Industry and Trade of the Russian Federation noted.

As reported yesterday, First Deputy Prime Minister Denis Manturov said that after two stages of indexation of recycling in Russia, there was no dramatic increase in prices, which industry experts predicted. At the same time, the largest players, such as Rolf and Avilon, had an average price reduction of 4-4.7% over the period 2024-2025.

Also on October 31, Sergey Tselikov, director of the Autostat analytical agency, pointed out that new cars in Russia have almost doubled in price over the past five years. So, if at the beginning of 2021 the weighted average price of a passenger car was 1.8 million rubles, then by September 2025 it had increased to 3.34 million rubles.
