The initiative of the National Payment Card System (NSPK) to encourage banks to refund funds to citizens affected by fraud may reduce the level of scams. This was announced on November 1 by the Director of Legal Affairs and Compliance at Compare.<url>" by Yulia Suvorova.

"The maximum refund amount of 5,000 rubles per operation may further stimulate the development of a fraud prevention system. To minimize the risks of abuse, banks can implement a multi—level verification system: analyzing the customer's transaction history, verifying requests to law enforcement agencies, using artificial intelligence to identify suspicious patterns and creating a database of known fraudulent schemes," the expert said.

According to her, for the successful implementation of the initiative, it is necessary to establish strict control and verification mechanisms for clients. She noted that this includes the requirement to document the fact of fraud, the use of automated systems to analyze transactions in order to identify anomalies, as well as mandatory verification of the applicant's identity.

In addition, Suvorova proposed additional measures that include strengthening technological security, introducing educational programs for customers about the risks and ways to protect cards, and assisting in blocking fraudulent websites and accounts in conjunction with law enforcement agencies.

"These joint efforts can create a more secure ecosystem of payments, reduce the number of fraudulent transactions and, as a result, reduce the burden on the refund program, making it more efficient and sustainable," the specialist concluded.

In addition, Alexey Kuzmin, Chairman of the Management Board of National Savings Bank JSC, added that for banks, participation in the refund program will have a double effect: on the one hand, the premium from the NSPK partially compensates for losses and reduces pressure on financial results, on the other hand, it requires investments in case checks and support. With small amounts, the reward can pay off the costs, but with massive refunds or large transactions, the effect will be limited, which generally creates an incentive rather than a full refund.

On the same day, Vedomosti reported that from November 1, the NSPK will begin encouraging banks to refund funds to citizens affected by fraud. It was clarified that regulators will be able to voluntarily refund money to customers and receive a bonus of 5% of the transaction amount, but not more than 5,000 rubles per operation.

On October 30, the Federal Notary Chamber (FNP) announced that a new scheme of fraud with powers of attorney is gaining momentum in Russia. It is noted that at the same time, the attackers began to use the details of actual documents for their schemes.
