The plenary session "Wine of Russia. The First Five-year plan will evaluate the effectiveness of the main industry law in connection with its fifth anniversary.

2025 marks the fifth anniversary of the entry into force of Federal Law No. 468-FZ "On Viticulture and Winemaking in the Russian Federation." This legislative act became a turning point for the industry, laying the foundation for its systematic state support during the difficult and responsible period of formation of the domestic raw material base — the Russian vineyard, whose status was first consolidated at the legislative level.

Since 2020, extensive work has been done on the preparation and implementation of by-laws, as well as measures to stimulate the development of the industry. This process involves both the industry community, united within the framework of the FSRO "Association of Winegrowers and Winemakers of Russia", as well as representatives of legislative and executive authorities, key ministries and departments, as well as specialized scientific institutions.

The law "On Viticulture and Winemaking" fits seamlessly into the comprehensive state policy for the development of the industry. Over the past five years, tens of billions of rubles have been allocated to support viticulture and winemaking: funds were used to establish vineyards, develop Russian seedling nurseries and strengthen the scientific base. The total area of vineyards in the Russian Federation has exceeded 100 thousand hectares for the first time in decades. On the map of the country, viticultural and wine-growing zones and districts were highlighted and legislatively fixed. Russian wine production is showing steady growth. In 2025, the first thousands of hectares of vineyards, laid out after the adoption of the law, will begin to bear fruit.

The plenary session of the Fourth Wine—Making Forum, the theme of which this year is "Russian Wine. The first five-year plan." The emphasis on a five—year period is symbolic: that's how long it takes from plot preparation to the first harvest - the life cycle of a vine largely determines the economic logic of the industry.

During the session, strategic objectives for the coming years will be discussed: further development of the raw material base, technological renewal of the industry in the face of sanctions pressure from unfriendly countries, as well as comprehensive promotion of the Wine of Russia brand until 2030.
