The Moscow City Hall has proposed not to fine taxi drivers and people with disabilities who are forced to stop under forbidding road signs. Valery Korneev, head of the Digital World Union of Users of digital platforms, approached Maxim Liksutov, Deputy Mayor of the capital for transport, with the initiative to conduct such an experiment in one of the city's districts, Kommersant reports.
Public activists described several options for the implementation of the idea. In one of the districts of the capital, the "Stop prohibited" road signs were proposed to be replaced with the less strict "Parking prohibited" or to add to the first signs "Except for taxis and the disabled." Another way is to set up the cameras so that they allow taxi drivers and people with disabilities to stop in the restricted area for up to two minutes. Another option is to allow taxi drivers to park under these signs from 23:00 to 7:00.
Korneev explained that taxi passengers and low-mobility citizens choose boarding and disembarkation points "based on accessibility and safety," including at public transport stops, but stopping at places comfortable for them is often prohibited.
The metropolitan Department of Transport considered the initiative "irrelevant" due to the "complicated transport system" of the city. The current system already provides for "significant relief" and is "maximally adapted" for disabled vehicles and taxis, they said.
On October 31, deputies submitted to the State Duma a bill proposing to impose administrative liability on officials for illegal fines for car owners. The amount of the fine should be the same as the illegal fine issued, but not less than 5,000 rubles, they believe.
