The US policy, which has been aimed at changing political regimes and building states for decades, has had a deterrent effect on international development, Tulsi Gabbard, the country's director of national Intelligence, said at an event at the International Institute for Strategic Studies (IISS) in Bahrain. "For decades, our foreign policy has been trapped in a counterproductive and endless cycle of regime change or state—building," she is quoted as saying in the publication.

It is noted that, according to Gabbard, US policy followed a universal approach: overthrowing regimes, imposing its own system of government and intervening in "obscure" conflicts, which eventually led to the country having more enemies than allies.

As a result, she added, trillions of dollars have been spent, many lives have been lost, and in many cases, even more serious security threats have been created.

Earlier, on August 9, Gabbard said that she remains "cautiously optimistic" against the background of attempts by American leader Donald Trump to achieve a settlement of the conflict in Ukraine. Gabbard added that Trump also soberly assesses the difficulty of implementing his plan.

On October 22, the US Treasury Department announced that the United States was imposing sanctions against Russian oil companies Rosneft and Lukoil. It was clarified that these companies are included in the sanctions list for activities in the Russian energy sector.

In addition, on October 20, the Council of the European Union (EU) approved the proposal of the European Commission (EC) to ban gas purchases in Russia from January 1, 2028. It was also decided to ban the transit of Russian gas through the union to other countries. The measure will take effect on January 1, 2026.
