The State Duma (State Duma) proposed to introduce a discount on gasoline for citizens who had not been held accountable for traffic violations during the month and were not the culprits of the accident. With such an initiative, Deputy Speaker of the State Duma Boris Chernyshov (LDPR) appealed to the Minister of Energy of the Russian Federation Sergey Tsivilev and the head of the State Traffic Inspectorate Mikhail Chernikov. This was reported by RIA Novosti on October 31.
According to the idea, such citizens should be entitled to a 10% discount when buying fuel at any gas station in the country for a month, if they did not violate the rules during the previous month and were not responsible for road accidents. To implement the initiative, it is necessary to create a secure interdepartmental data exchange channel between the State Traffic Inspectorate and gas station systems, which allows online checking of the driver's status using a mobile application or loyalty card.
As a mechanism for compensating gas station costs, it is proposed to consider the possibility of forming a trust fund at the expense of part of the funds received by the budget from fines for the most socially dangerous violations, such as drunk driving. The Vice Speaker of the State Duma suggested considering the possibility of creating a joint working group to study the project in detail and launch a pilot program on the territory of one or two subjects of the Russian Federation.
The day before, the State Duma proposed to introduce a mechanism that allows car owners to reserve a state registration number from among those available using the Gosuslugi portal for a fee.
