The date of entry into force of the new rules for calculating scrap collection for passenger cars will be postponed to December in accordance with the instructions of First Deputy Prime Minister Denis Manturov. This is stated in a statement by the Ministry of Industry and Trade of the Russian Federation, which was received by Izvestia on October 31.

The decision to postpone the expected entry into force of the decree by one month — from November 1 to December 1, 2025 — was made taking into account the interests of citizens who could order and pay for cars with an engine capacity of over 160 hp after the publication of the draft regulatory legal act with new parameters or face unpredictable delays in the delivery of vehicles., the ministry explained. A draft resolution in the appropriate wording has been submitted to the Government of the Russian Federation.

"This solution will allow us to complete the delivery processes within the framework of existing orders according to the current rules. We remind you that the changes will not affect motorists who have paid for the recycling of a foreign car according to the current parameters before the new rule comes into force. Please note that now, when planning new orders for foreign cars, it is necessary to take into account the proposed changes in the calculation of scrap collection," the Ministry of Industry and Trade said.

Earlier, the Ministry of Industry and Trade of the Russian Federation prepared changes to the mechanics of calculating scrap collection, involving the introduction of additional indicators for passenger cars (M1 category). According to the new rules, the base rate for calculating scrap is formed based on the type and volume of the engine, and the engine power affects the formation of the coefficient on a progressive scale. At the same time, it is proposed to maintain the effect of the support measure in the form of a preferential coefficient for citizens who import a foreign car with an engine capacity of up to 160 hp for personal use.

Earlier, on July 2, the head of the ministry, Anton Alikhanov, said that the Ministry of Industry and Trade considers it necessary to extend recycling to cars imported by individuals into the Russian Federation with engines with a capacity of 160 hp and above. According to him, this measure will attract additional sources of funds that will be used to support car sales.
