Starting from November 1, 2025, changes will come into force in Russia, according to which notaries will be required to check the debts of a deceased person and notify the heirs in advance. This was announced on October 31 by Radik Safin, a member of the Commission of the Federal Notary Chamber for the Use of Information Technologies, notary of the Samara region.
He explained that the innovation is aimed at increasing the transparency of the inheritance procedure and will allow heirs to make more informed decisions.
"The main purpose of the innovation is to provide potential heirs with complete information about the composition of the inheritance, including the debts of the deceased, so that they can make an informed decision on whether to inherit," Safin told the Prime news agency.
According to the changes, the notary will send a request to the Central Catalog of Credit Histories (CCCI) within three working days after the opening of the inheritance case in order to establish where the deceased's credit history is stored. Next, he will contact the relevant credit bureaus (BCI) and, within three days of receiving a response, he must inform the heirs of the results of the audit.
According to the notary, the notification can be received in person or electronically. In addition, at the request of the heirs, the notary will be able to conduct an inventory of the deceased's property in order to include it in the inheritance officially.
Earlier, on October 18, lawyer Alina Laktionova reminded that a person can be deprived of the right to inheritance, even if it is specified in the will. The reasons may be the inability of the testator to draw up the document, violation of the registration procedure, or forgery.
