The Moscow City Court upheld the verdict of the St. Petersburg generals
The Moscow City Court rejected the appeals of the defense and upheld the verdict of the former heads of the Russian Interior Ministry in St. Petersburg, Sergei Umnov, Ivan Abakumov and Alexei Semenov, who were found guilty of accepting large-scale bribes through a controlled fund. This was reported to Izvestia on October 30 by the court's press service.
Former assistant to the Minister of Internal Affairs and former head of the Interior Ministry headquarters in St. Petersburg and the Leningrad Region, Police Lieutenant General Sergei Umnov, will serve 12 years in a high-security penal colony, and he will also be fined 35 million rubles.
His subordinates, Major Generals Alexei Semenov and Ivan Abakumov, were sentenced to 10.5 and 11.5 years in prison with fines of 10 million and 25 million rubles, respectively.
The defendants were arrested on July 6, 2022. The criminal case was initiated under Article 285 of the Criminal Code of the Russian Federation ("Abuse of official authority").
The case file includes the St. Petersburg and Leningrad Region Police Department Program Assistance Fund. According to official documents, this organization was engaged in helping veterans and current employees of the Ministry of Internal Affairs, and in fact all the interdistrict registration and examination departments of the city transferred funds to the fund allegedly for charitable purposes, but they went to the own accounts of the four arrested defendants. Local businessmen also transferred money there.
The corruption scheme, as reported on July 6, 2022, was revealed thanks to a citizen of Belarus Natalia Shimskaya. She told investigators that she had to re-register her car in St. Petersburg every year, and it was impossible to get into the MREO in the city for free. For paperwork, the woman was charged 6-7 thousand rubles each time. The arrested received these funds into their accounts.
