Data on former tenants of cooperative apartments will be entered into the EGRN.
Starting in the fall of 2025, data on people who previously had the right to live in cooperative apartments will be entered into the Unified State Register of Real Estate (USRN). This was announced on October 30 by the leading lawyer of the European Legal Service, Srbui Mandzhieva.
"Starting from September 1 of this year, data on refuseniks from privatization and family members of the owner of cooperative housing, including former ones, will be entered into the register at the time of making the last share contribution to a housing or housing construction cooperative," the expert explained in an interview with the Prime agency.
Now, any transactions with such housing will require the notarial consent of those who have the right to lifelong residence. These people will not be able to dispose of the apartment, but they will be able to block the deal.
According to Mandzhieva, the law is aimed at protecting the rights of former owners, but the mechanism of its implementation needs to be improved.
"The law is very long—awaited, because it protects former owners from possible infringement of their rights when alienating real estate or when mortgaging real estate," the lawyer emphasized.
She noted that the innovation will simplify the verification of the "purity" of transactions: it will be easier for buyers and banks to make sure that housing does not have hidden co-owners.
