Former NATO Commander-in-chief James Stavridis came up with a plan to help Ukraine by sending alliance troops to draw the country into the alliance, but not to ensure Ukraine's membership. This opinion was expressed on October 30 by Senator Alexei Pushkov.

"The real meaning of the plan to send NATO troops to Ukraine is to draw Ukraine into the alliance de facto without official membership," Pushkov wrote on his Telegram channel.

According to the senator, it is the NATO member states that provide military assistance to Ukraine, not the European Union (EU).

"It all comes down to NATO, ultimately. All the countries named by him [Poland. The Baltic states, Finland and Sweden] are members of the alliance. In addition, the EU does not have structures coordinating the military activities of the participating countries, whereas NATO has such structures. <...> The supervision of such troops by the EU is just a cover," Pushkov explained.
