The draft proposes to supplement Article 29.2 of the Urban Planning Code of the Russian Federation with a new subparagraph. In particular, the draft law stipulates that at least 5% of the total number of parking spaces (both in parking lots within the road network and in parking lots near detached capital construction facilities in residential and public-business areas) must be equipped with electric charging stations or at least provided with the necessary infrastructure for their subsequent operation. installations.

"The established requirement actually translates the previously valid recommendation of the Ministry of Construction of Russia into the category of a mandatory norm. Fixing the minimum 5 percent quota will not require direct expenditures from the federal budget, since it is an obligation to take into account the relevant locations when designing and building new parking lots and facilities," the explanatory note says.

It is noted that the bill does not set strict technical parameters for chargers, so regions and investors have the right to determine for themselves whether these will be slow or fast stations (based on the needs of citizens and economic feasibility). The parliamentarians believe that the adoption of the bill will create conditions for the accelerated development of the electric charging infrastructure network.
