Alexander Beglov, the Governor of St. Petersburg, presented the city's draft budget for 2026-2028 to the Legislative Assembly. He announced the amounts that are planned to be used to pay the participants of the special military operation (SVO) and support their families.

The head of St. Petersburg stressed that the city provides all possible support to the participants of the special military operation and their families. So, 25.7 billion rubles will be allocated for one-time payments to fighters in 2026.

Beglov recalled that the authorities of St. Petersburg also pay special attention to the children of the participants of their activities. For example, in accordance with the Social code of St. Petersburg‑In St. Petersburg, they receive free meals at schools and are provided with a number of other benefits.

In addition, the draft budget provides for a separate subsidy for the Association of Veterans of the Special Military Operation Defenders of the Motherland. As Beglov noted, the association's task is to create a comprehensive support system for veterans of their military and their family members. It includes their social adaptation and psychological support.

Also, according to the governor, nine new departments of adaptive physical education and sports will open in the districts of St. Petersburg next year. One of their main functions will be the rehabilitation of their injured members.

Speaking about the support of families, the governor said that for the implementation of the national project "Family" St. Petersburg in three years will allocate 103 billion rubles for these purposes. Beglov called supporting families with children a "basic social task." He noted that every year the amount of funding for family policy activities increases.

In particular, 53 billion rubles will be allocated for a single allowance for women from early pregnancy. Another 30 billion is allocated for regional monthly and one-time payments to families with children. At the same time, students who are registered for pregnancy will receive one-time assistance in the amount of 100 thousand rubles. In addition, Beglov recalled that St. Petersburg was the first in the country to make all state kindergartens free.

At the same time, the total amount of funds allocated for social support over three years will amount to 332.9 billion rubles. In particular, the city will continue its active social housing policy, the governor stressed. Thus, 93 billion rubles are planned to be spent on providing for needy citizens from preferential categories over three years. "This will improve living conditions for more than 16,000 Petersburgers," Beglov said.

Also, according to the governor, about one million citizens receive social support measures in the field of housing and communal services. The budget provides 56.6 billion rubles for housing and utilities, of which 41.7 billion are from the regional budget, and the federal center will transfer the remaining 14.8 billion.

Earlier it became known that the authorities of St. Petersburg are ready to allocate more than 7.8 billion rubles from the city treasury in the next three years to finance JSC ZSD. The money will be used to finance the preparation of the territory for the construction of the CMMSD.
