Regions offer up to 20 thousand rubles for information about drunk driving

At least 13 Russian regions have introduced monetary rewards for reports of drunk drivers. The amount of payments varies from 2.5 thousand rubles in Tuva to 20 thousand in the Amur region. The programs operate according to different schemes and include mandatory data validation. All the details are in the Izvestia article.

What is known about rewards for informants

The reward system covers 13 regions of the country. The lowest amounts are paid by the authorities of Tuva — 2.5 thousand rubles, the maximum — in the Amur region, where the amount of the premium reached 20 thousand rubles. In most regions, the remuneration is 5,000 rubles, including the Voronezh Region, the Altai Republic, Buryatia, Perm Krai, Nizhny Novgorod and Murmansk regions.

In the Bryansk region, the amount of payment depends on the degree of the offense: 3 thousand rubles for the administrative responsibility of the driver and 5 thousand rubles for the initiation of a criminal case. In the Amur region, the reward system operated in stages: at first, payments amounted to 5-7 thousand rubles, later they were increased to 20 thousand.

Buryatia has recently joined the list of regions that have implemented a reward mechanism, TASS reports. Citizens are promised 5,000 rubles for reporting an intoxicated driver to the police. After confirming the accuracy of the information, it is necessary to apply to the Ministry of Transport of the republic with an application within 90 days. The head of the region, Alexei Tsydenov, noted that the problem of accidents caused by drunk drivers remains one of the most acute. In 2024, 201 drunken accidents were registered in Buryatia, 54 people died, and 247 more were injured.

According to the agency, in the Vologda Oblast, the amount of remuneration increased three times: from 3,000 rubles in early 2024 to 15,000 rubles from September 2025. Messages are received anonymously via a chatbot. The promotion also applies to cases involving drivers without a license or violations of the rules for entering the oncoming lane.

What other measures are being taken at the federal level

The Third Court of Cassation of general jurisdiction allowed the seizure of cars from drivers detained in a state of intoxication, regardless of their financial situation. The decision was made after reviewing the case of a driver who was twice convicted of drunk driving. The court upheld the sentence, which provides for deprivation of rights for two years, 240 hours of compulsory labor and confiscation of a Mercedes-Benz CLA 200 car. The definition states that the financial situation of the violator does not affect the application of the norm if the transport belongs to the convicted person and was used in the commission of a crime under Articles 264.1 or 264.3 of the Criminal Code of the Russian Federation.

A new procedure for medical examination for intoxication, including for drivers, also came into force on September 1. According to Evgeny Masharov, a member of the commission of the Russian Public Chamber for the public examination of draft laws, the interval between breathalyzer purges has been increased to 15-25 minutes, and 30 minutes are allocated for urine donation for chemical and toxicological examination. In case of violation of this deadline, it is necessary to donate blood. The referral must now include information about medications taken, and medical organizations are required to store biomaterials for three months.

According to Masharov, the innovations are aimed at improving the objectivity of examinations, and citizens have the opportunity to appeal the results in court.

What consequences are expected

Regional authorities expect that such measures will help reduce the number of accidents involving drunk drivers. Most often, citizens are asked to provide registration numbers, signs of inadequate management, and the intended direction of travel of the car. Experts note that such programs increase the involvement of the population in the prevention of violations on the roads and make it possible to identify dangerous cases more quickly.

Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, reported that the active fight against drunk drivers is yielding results: the number of accidents involving them has been steadily decreasing over the past years. At the same time, according to him, the fight against drunk driving should be conducted in strict accordance with the law. The principle of "the end justifies the means" is absolutely unacceptable here, Morjaretto emphasizes.
