In Khakassia, the investigation into the construction of a school for 1.1 billion rubles has been completed

Investigators have completed the investigation of a criminal case against the former head of the Urban Planning and Housing Policy Department of the Askiz district administration of Khakassia. This was reported on October 29 in the main investigative department of the Investigative Committee of Russia for the Krasnoyarsk Territory and the Republic of Khakassia.

"The investigation of the criminal case against the former head of the MCU Department of Urban Planning and Housing Policy of the Askiz district Administration has been completed. He is accused of committing a crime under Part 1 of Article 293 of the Criminal Code of the Russian Federation," the ministry said in a statement.

It is reported that the contract for the construction of a school in the village of Askiz was signed in March 2022. The contractor provided a bank guarantee in the amount of about 6 million rubles to demonstrate its readiness to fulfill its obligations. According to investigators, the accused was aware of the contractor's violation of the deadlines set by the contract and the failure to use advance funds, but she did not terminate the contract and did not apply to the bank for recovery.

In addition, the previously detained head of the Askiz district of Khakassia, Abrek Cheltygmashev, was banned from certain actions for abuse of authority.

"Cheltygmashev was given a preventive measure in the form of a ban on certain actions during the investigation," the agency was informed.

Cheltygmashev was detained earlier in the day on suspicion of abuse of office in the execution of a contract for the construction of a school worth more than 1.1 billion rubles. According to the investigation, in March 2022, the district administration signed a contract with a construction company that provided for an advance payment of 10% of the total amount.

However, from March 2022 to January 2025, the official, knowing that the contractor was significantly behind schedule, secured the signing of an additional agreement increasing the advance to 90%. By the time the contract was completed, the construction had not been completed, and the damage to the regional budget exceeded 460 million rubles.
