The Ministry of Education and Science proposed to ban admission to contract places for the Unified State Exam below 50

The Ministry of Education and Science has prepared a draft order prohibiting the allocation of paid places to universities in areas where the average USE score of students will be below 50 in the 2025/2026 academic year.

"The maximum number of places for paid admission is equal to zero in the following cases: <...> the average score of the unified state exam of persons admitted to study <...> under contracts for the provision of paid educational services in the 2025/26 academic year was less than 50 points," the document says, which was reviewed by TASS.

In addition, the maximum number of paid places will correspond to the average number of students who have studied under the contract in this area over the past two years.

According to the draft, the Ministry will send proposals on the maximum amount of paid enrollment to universities by November 5, 2025. Educational institutions will have five days to make possible adjustments.

Earlier, on October 28, it was reported that the Russian government would impose restrictions on the number of paid places in universities in 46 popular fields of study, including law, economics and psychology. State regulation will affect specialties in which there is an excessive paid recruitment in the absence of demand from the economy.
