Sale of fuel to teenagers under 16 banned in Primorye
In Primorsky Krai, the sale of fuels and lubricants to minors under the age of 16 has been banned. The law on this was adopted on October 29 in the second and third readings by deputies of the legislative assembly of the region, the website noted.
According to the parliament's press service, the document was prepared by Igor Chemeris, Chairman of the Committee on Social Policy and Protection of Citizens' Rights, in response to the growing number of accidents involving underage motor vehicle drivers.
Now gas station employees are required to check the documents confirming the age of the buyer, if there is any doubt that he turned 16 years old. In the absence of a document, the seller must refuse to sell fuel. Administrative liability is provided for violation of the new law.
"In my opinion, a new subculture is forming among young people today, which unites young moped and scooter drivers. Every resident of the region can see groups of teenagers in populated areas who, without driving rights, drive mopeds on the roadway at different times of the day, often without registration plates," Chemeris said.
He stressed that the measures taken are aimed at preventing accidents and protecting teenagers, who often become victims of their own violations. The law will enter into force on March 1, 2026.
Earlier, on September 18, the State Duma proposed to exempt drivers of motorcycles, mopeds and motorists carrying disabled people from administrative liability for driving in designated lanes. According to Yaroslav Nilov, head of the Committee on Labor and Social Policy, this measure will help reduce accidents and improve the situation on the roads of large cities.
