More than 90% of the confiscated assets are idle in the Russian Federation
In Russia, less than 8% of the confiscated corrupt property is involved in economic turnover. This was announced on October 29 on the website of the Accounts Chamber of the Russian Federation, presenting the results of an audit of the effectiveness of the management of such property.
According to the agency, as of July 1, 2025, almost 9 thousand real estate objects with a total value of over 113 billion rubles were converted into state revenue. However, since 2021, only 240 facilities have been privatized (less than 4%), and since 2023, another 224 (about 4%) have been leased. The federal budget's revenue from these operations amounted to about 4 billion rubles.
The auditor of the Accounts Chamber, Andrey Baturkin, stressed that the main problems remain the lack of clear rules for the transfer of assets between departments and the lengthy deadlines for property registration.
"As a result, the period of bringing property into circulation increases by an average of 1-1.5 years. As of August 1, 2025, the right of federal ownership has not been registered for 404 objects worth 1.1 billion rubles," he said.
The report also states that current legislative restrictions prevent the privatization of many facilities. So, since 2020, more than 2 thousand land plots with an area of 581 hectares and a total cadastral value of over 2.7 billion rubles have not been sold in the Moscow region. A similar situation is developing with residential facilities — 296 apartments and houses worth 2.3 billion rubles have remained unclaimed since 2019.
"To eliminate these barriers, the Accounts Chamber proposed to the Government to amend the Law on Privatization and remove restrictions on the sale of residential premises and land plots related to corrupt property," Baturkin added.
