Valery Falkov, Minister of Science and Higher Education of the Russian Federation, stated the need to create an effective system of interaction with foreign citizens who received education in Russia but live abroad. He announced this on October 28 at the opening of the International Forum of Foreign Graduates of Soviet and Russian Universities, which was held at the Victory Museum.

"One of our priorities is to create a system of interaction with all those who have received Russian and Soviet education. Your experience helps to provide support <...> future applicants, as well as be guardians of the history and traditions of their universities. At the same time, you can be the drivers of ideas and projects," Falkov said.

He also noted that about 415,000 foreign citizens from 185 countries are currently studying at universities in Russia. By 2030, Russia will be able to accept half a million foreigners for education.

According to Falkov, many foreign graduates join the scientific and teaching elites of other countries.

"We are proud that the leaders of foreign countries, trained at Soviet and Russian universities, are building a common future with Russia today — a new multipolar world," the minister said.

Earlier, on September 3, Yusuf Bin Hamid, a representative of the MARA University of Technology in Malaysia, spoke about the exchange program between Russian and Malaysian students on the sidelines of the Eastern Economic Forum 2025 (WEF 2025).
