Parliamentary appeals and receptions of citizens have revealed a trend: unauthorized restrictions on the provision of housing services are most often applied to the least protected segments of the population. This was announced to Izvestia on October 28 by Vladimir Koshelev, First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, one of the authors of the bill on tightening control over utility shutdowns.

According to him, "it is always easier to apply the harshest punishment for a defaulter," despite the existence of legislative debt settlement mechanisms such as restructuring or going to court.

Koshelev noted that resource-supplying organizations often do not want to work with the public, although the creation of new jobs and court costs can be offset by penalties charged for delay.

"With our bill, we remind resource supply organizations (RSO) that they work in the most sensitive social sector of the economy. They must supply high—quality resources in a timely manner, and in case of debt, they must interact with the debtor, offering comfortable, not "draconian" conditions for its payment," the parliamentarian said.

Earlier it became known that lawmakers intend to prohibit utilities from arbitrarily stopping the provision of housing services without a court decision. The bill is already in the State Duma. The authors of the initiative are confident that the measure will protect the rights of residents.
