There are grounds on which a mobile operator has the right to block or take away a user's SIM card. IT expert Alexey Kurochkin told about this on Monday, October 27.

According to him, if the communication device was bought by an unscrupulous user, and then the SIM card was handed over to fraudsters to commit illegal acts, this may become the basis for depriving the owner of the right to use it.

"If the device has not been used for more than six months, the operator also has the right to transfer the number to another person. This period is the same for all operators," Kurochkin explained in an interview with Paragraph.

In addition, spam coming from the owner of the SIM card may also be grounds for blocking.

Earlier, RIA Novosti reported that from November 2025, Russian telecom operators will have the right to block unnecessary SIM cards if, according to the results of the check, it turns out that more than 20 numbers have been issued to one person. The measure is aimed, among other things, at preventing new cases of fraud.

Meanwhile, Internet expert Leonty Bukstein clarified that all SIM cards must have an owner. If many Sim cards are registered for one person, the operator will notify them of the need to choose which ones to block.

Earlier in the day, it was reported that Russian telecom operators will be able to block unnecessary SIM cards from November this year. It was clarified that according to the current legislation, an individual can have no more than 20 rooms. Subscribers who violate this rule must terminate unnecessary contracts for the provision of communication services by November 1.
