Deputy Prime Minister of the Russian Federation Tatyana Golikova welcomed the participants of the congress: "I am sure that all those gathered here are united by the desire to develop and improve the healthcare system, and most importantly, to develop ourselves. The Head of State has outlined a key national goal – to preserve the population, strengthen health, improve people's well-being, and support families. This is an absolute priority for the Government, which concerns the main value of the state and its most important socio-economic resource – the health of the nation."

Mikhail Murashko, Minister of Health of the Russian Federation, moderated the first day of the Plenary Session "A new model of health protection – 2040: Transition from reactive to predictive medicine". The discussion was attended by Igor Artamonov, Governor of the Lipetsk Region, Anastasia Rakova, Deputy Mayor of Moscow in the Moscow Government for Social Development, German Gref, President and Chairman of the Management Board of Sberbank, and Denis Logunov, Deputy Director for Scientific Work at the Honorary Academician N.F. Gamalei National Research Center for Epidemiology and Microbiology of the Ministry of Health of the Russian Federation.

Mikhail Murashko, Minister of Health of the Russian Federation, stressed that the view of old age and approaches to longevity should be reviewed: "Today, the priority is the duration of a healthy life, slowing the development of the disease or leveling this factor. Because, for example, a myocardial infarction does not occur today. Atherosclerotic disease can develop over a period of 20-30 years." The Minister clarified that the key task is not only to deliver the patient to the "golden hour" and operate, but, first of all, to diagnose cardiovascular diseases early, manage this category of patients and prevent the risk of heart attack.

The moderators of the second day's plenary session "Food matters: Why is our Diet a matter of national health?" were Mikhail Murashko, Minister of Health of the Russian Federation, and Oksana Lut, Minister of Agriculture of the Russian Federation.

"All the food that Russia produces is safe. The requirements for food in the Eurasian Economic Union are very high. They are much higher than in any other country. And all our products meet all these requirements. Therefore, the issue of security is a key one. This is confirmed not only by the domestic market. Russia supplies its products to 160 countries around the world. They voted for Russian products, they consider them to be of high quality and safe," Oksana Lut emphasized.
