The State Duma proposed to exempt a number of categories of citizens from recycling
The State Duma proposed to exempt from paying the recycling fee for the import of imported cars for personal use of participants of the SVO, the disabled of the first group and Russians with many children. The bill was developed by deputies from the Liberal Democratic Party, the press service of the faction reported on October 27. The document is aimed at the conclusion of the government.
The draft law stipulates that such a benefit will apply only to one vehicle. Exemption from the payment of scrap collection will allow maintaining the availability of personal transport for the most vulnerable categories of citizens who need a car for full-fledged movement, the deputies believe.
According to LDPR leader Leonid Slutsky, the rise in car prices will especially affect families with children and socially vulnerable categories of the population.
The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.
On October 18, the Ministry of Industry and Trade announced that it was considering the possibility of delaying the entry into force of all the provisions of the document concerning the new rules for calculating scrap collection for passenger cars. In a statement provided by the press service, it was noted that these innovations would not affect those importers who had already paid for recycling before the new regulations came into force.
