The Ministry of Education and Science reported the failure of the Russian language exam for 35% of migrants

More than 35% of migrants failed the first time to pass the exam on knowledge of the Russian language, the history of Russia and the basics of legislation. This was announced on October 26 by the Ministry of Education and Science of the Russian Federation.

"According to the monitoring of the Ministry of Education and Science of the Russian Federation, in the third quarter of this year (July, August, September 2025), 275,609 people took the exam in Russian as a foreign language, the history of Russia and the basics of legislation of the Russian Federation to the level corresponding to obtaining a work permit or patent. 86.9% of them passed the exam. At the same time, 35.1% failed the exam on the first attempt," RIA Novosti quoted the Ministry of Education and Science as saying.

It is specified that the exams are conducted in three directions: the first is to obtain a work permit in Russia (patent), the second is a temporary residence permit (temporary residence permit), and the third is a residence permit (residence permit). There are three blocks within each certification: one is designed for knowledge of the Russian language, the other two are for knowledge of the history and legislation of the Russian Federation.

Wake-up call: thousands of migrants refused to take their children to school

A huge number of underage foreigners live in Russia without receiving an education.

On October 4, the Ministry of Education of the Russian Federation allowed migrant children to retake Russian language tests. As Alexander Bugaev, the first Deputy Minister of Education of the Russian Federation, noted, it is important to create conditions for language learning in order to successfully pass the test.

Later, on October 6, Konstantin Zatulin, first deputy chairman of the State Duma Committee on Commonwealth of Independent States (CIS) Affairs, submitted to the House of Parliament on October 6 a bill providing for exemption from the Russian language test for participants in the program for the resettlement of compatriots.
