This was announced on October 24 by Kirill Dmitriev, special representative of Russian President Vladimir Putin, head of the Russian Direct Investment Fund (RDIF).

"I think it is very important to end the conflict, but at the same time have realistic expectations about what a real solution might be, what is acceptable to Russia, what is acceptable to Ukraine. I think Ukraine is also moving towards a more realistic position," he said in an interview with journalist Lara Logan.
