On October 24, Vilnius Mayor Valdas Benkunskas appealed to the Lithuanian Foreign Ministry with a demand to include rapper Alisher Morgenstern (recognized as a foreign agent in the Russian Federation) in the list of undesirable persons. The reason was the artist's concert scheduled for the end of the year.

"I can't sit back and watch a performer come to Vilnius for the third time, who can't answer whose Crimea is, and publicly shows respect for [Russian President Vladimir] Putin. To Putin and whom at the request of the SBU (Security Service of Ukraine. — Ed.) were added to the list of persons posing a threat to national security," the mayor wrote on his Facebook page (owned by Meta, which is recognized as extremist in the territory of the Russian Federation).

According to Benkunskas, the concert is organized by the Latvian company Typredi Events, whose activities are also proposed to be checked for compliance with Lithuanian information security. The mayor stressed that Vilnius itself does not have the authority to prohibit entry into the city, so the issue should be resolved at the state level.

"Vilnius itself cannot forbid people from coming to the city. Therefore, I have asked the Foreign Ministry to evaluate and consider the inclusion of this artist Morgenstern in the list of undesirable persons," Benkunskas concluded.

The Russian Ministry of Justice added the artist to the register of foreign agents on May 6, 2022. Morgenstern posted political materials aimed "at forming a negative opinion among society on conducting politics in Russia."

On September 8, 2024, it was reported that a case was opened against Morgenstern under Part 2 of Article 330.1 of the Criminal Code of the Russian Federation ("Evading duties provided for by the legislation of the Russian Federation on foreign agents"). On October 11, the Moscow City Court ruled the musician's fine in this case lawful.

On January 27 of this year, it became known that the Investigative Committee (IC) of Russia put Morgenstern on the wanted list as part of a preliminary investigation into a criminal case on violation of the rules of a foreign agent. The court also seized the rapper's property.
