Euroclear's income from frozen Russian assets fell by 25%

The revenues of the Belgian financial organization Euroclear from frozen Russian assets have fallen by 25% and now amount to about €3.9 billion. This was announced on October 24 in a report published on the organization's website.

According to the report, the profit from the reinvestment of frozen assets of the Russian Federation decreased by 25% to €3.9 billion compared to the same period last year. This was reportedly due to a gradual reduction in rates.

It is clarified that in accordance with the requirements of the European Union (EU) regulation, Euroclear paid €1.6 billion to the European Commission (EC) in July 2025 as an unforeseen contribution. The organization plans to make a second such contribution in early 2026.

Anti-Russian sanctions and related measures have resulted in direct losses of €82 million to Euroclear and loss of business income of €25 million since the beginning of the year.

Earlier in the day, Belgium did not support the EU countries' initiative to seize frozen Russian assets for their further transfer to Ukraine. However, the country called for keeping Russia's assets frozen until the conflict is over. It was noted that Belgium's position was "crucial" because Euroclear owns assets that will be used to finance a loan of $163 billion to support Kiev.

Earlier in the day, Vladislav Maslennikov, director of the Department of European Problems at the Russian Foreign Ministry, said that the "reparation loan" for Ukraine would hit Belgium first. He noted that Euroclear is not a European organization, but a Belgian one.

On the eve of the official representative of the Russian Foreign Ministry, Maria Zakharova, pointed out the painful response of the Russian Federation in the case of asset confiscation by Europe. She stated that any actions with Russian assets without Russia's consent are null and void from the point of view of international and contractual law.
