Purchasing a puppy requires a responsible approach and careful selection of a trusted breeder, as contacting non-professionals can lead to serious problems with the animal's health and psyche. The President of the Russian Cynological Federation (RCF) warned about this in an interview with Izvestia on October 26 Vladimir Golubev.

"Every dog has the right to a loving owner. But understand a simple rule: there are no miracles in this matter — there are dry facts, and you must understand the consequences of your decision. Buying a puppy from a black breeder or an untested breeder in an effort to save money, the story will turn out to be that the choice will entail even greater expenses, because unfair breeding can never guarantee you good health and, last but not least, a stable psyche of the animal," he warns.

The specialist identified several key signs of unscrupulous breeders. The first alarming signal is the unnaturally low price of puppies, which usually indicates on-line production without due attention to the health of dogs. Professional breeders incur significant costs for the maintenance of animals, participation in exhibitions and obtaining the necessary documents, which affects the cost of puppies.

An important criterion is the registration of the breeder in the RCF system and his active participation in the professional community. Conscientious specialists always have public information about their activities in the form of websites or pages on social networks, openly answer questions and provide a complete package of documents, including a veterinary passport with vaccinations and a puppy's metric.

Special attention should be paid to the breeder's willingness to accompany the new owners after the transfer of the puppy. Golubev stressed that professional nurseries conduct thorough interviews with potential owners and continue to advise them at all stages of the animal's adaptation. Premature transfer of puppies under the age of 10-12 weeks or hasty completion of the transaction should cause serious concern.

"When choosing a breed, it is necessary to take into account not only personal preferences, but also lifestyle, housing conditions and the purpose of acquiring a dog. From more than 400 existing breeds, it is possible to choose the optimal companion, but only a professional breeder who shares responsibility for the fate of each puppy can do this correctly," the expert concluded.

Alexander Khaminsky, a lawyer and head of the law enforcement center in Moscow and the Moscow Region, said on October 22 that Russians could face fines of up to 3,000 rubles for walking dogs in fenced areas of playgrounds and sports grounds, as well as school and preschool institutions.
