The European Union (EU) countries at the Brussels summit failed to reach an agreement on the proposal of the European Commission (EC) on the use of Russian assets for the needs of Ukraine, Belgium opposed. This was reported by the Politico newspaper on October 23.

"This is not the first time that Ukraine and Russia dominated the negotiations on Thursday: Belgium has taken a tough stance on the EU's plan to use frozen Russian assets to provide Ukraine with a loan of 140 billion euros," the publication says.

According to the publication, as a result, the leaders agreed on the wording, which only postponed the decision. It is clarified that Belgian Prime Minister Bart De Wever, after lengthy negotiations, agreed to the wording, which postpones consideration of the issue until December.

Bart De Wever announced on October 23 that Belgium was blocking the European Union's decision to confiscate Russian assets and was demanding that EU members share the risks. He also added that his country could agree to the confiscation, but only if all EU members contributed to the decision.
