The German-controlled but Russian-owned division of Rosneft may be excluded from the US sanctions list. This was announced on October 23 by German Chancellor Friedrich Merz.

"We will discuss this with the Americans. I assume that Rosneft will be granted an exemption," the Reuters news agency quoted him as saying.

The Chancellor noted that this company is a key supplier of oil to German automobile filling stations and major airports.

The US Treasury Department announced the imposition of sanctions against Russian oil companies a day earlier. The documents stated that the property and property rights of Rosneft, Lukoil and 28 of their subsidiaries would be blocked. According to Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation, these measures will lead to an increase in the operating costs of these companies, but they will not have a serious impact on export volumes and federal budget revenues.
