Matvienko urged to reorient the parent capital to have many children
Maternity capital should be used to support large families. Such an initiative was made by the Chairman of the Federation Council, Valentina Matvienko, on October 23.
"The time has come to improve the maternity capital program. We believe that it should be refocused on supporting a large family and the birth of a third and subsequent children. Today, the mother's capital for the second and subsequent children is less than for the first," Matvienko said during a meeting of the Presidential Council on Demographic and Family Policy.
According to the speaker of the Federation Council, all additional support measures at both the federal and regional levels should be focused on encouraging the birth of third and subsequent children in Russian families. At the same time, Matvienko suggested differentiating the family mortgage rate depending on the number of children.
Earlier, on September 24, it became known that the new budget for the next three years provides 10 trillion rubles to support families with children. Of this amount, more than 2 trillion rubles will be allocated to improve housing conditions. In particular, about 1.8 trillion rubles will be used to subsidize the mortgage interest rate for all families with children, and over 300 billion rubles will be used for one—time payments to parents with many children (450 thousand rubles) to partially repay the debt.
