In the first reading, the State Duma adopted a law on increasing VAT to 22%
On October 22, in the first reading, the State Duma adopted a law on increasing the amount of value added tax (VAT) to 22%. Information about this follows from the database of bills of the State Duma.
The law was submitted to the State Duma by the Government of the Russian Federation. According to the document, starting from January 1, 2026, the VAT rate will increase from 20% to 22%. For socially significant goods, the tax remains at 10%. These include some vegetables and fruits, dairy products, bakery products, granulated sugar, butter, meat, medicines, etc.
The economic justification of the bill states that the VAT increase will bring additional revenues to the budget: 1.187 trillion rubles in 2026, 1.559 trillion rubles in 2027 and 1.677 trillion rubles in 2028. The bill also provides for lowering the income threshold for the simplified taxation system from 60 million to 10 million rubles, which will allow an additional 200 billion rubles to be allocated to the budget.
In addition, based on the document, a zero VAT rate is introduced for mining companies when selling ore, concentrates and other industrial products with precious metals to refining enterprises. At the same time, VAT benefits for bank card servicing, processing and acquiring operations, as well as for the sale of Russian software, are being canceled.
