Vice-Speaker of the State Duma Vladislav Davankov and deputies from the New People faction on Wednesday, October 22, sent an appeal to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev with a proposal not to fine drivers for forced violations of the rules of stopping due to traffic congestion.
"We consider it necessary to reconsider the approach to the use of automatic cameras for recording traffic violations for the 3.27 "Stop prohibited" sign in conditions of congestion. It is necessary to stop the practice of fining drivers for having to stop in a traffic jam under the influence of the 3.27 sign and introduce an automatic mechanism for canceling such penalty orders," the document quotes TASS.
It states that such a proposal was put forward due to the fact that automatic cameras for recording traffic violations mistakenly recognize a car standing in a traffic jam under the sign "Stop prohibited" for an administrative offense, as a result of which citizens receive fines. The parliamentarians noted that the driver has to prove the absence of a violation on their part.
The deputies' proposal is to teach the photo and video recording system to recognize the context of a traffic situation. Thus, situations where a vehicle stop is caused by a traffic jam or other circumstances beyond the control of the driver (waiting for a traffic light, a cluster of cars in front of an intersection, a queue at the entrance to the parking lot, etc.) should not be classified as a violation of the rules of stopping. As an alternative way to solve the problem, the party members proposed reprogramming the system by increasing the time interval of fixation in the area of the sign.
According to the authors, the implementation of such measures would provide an opportunity to filter erroneous fines even before they are issued or to promptly cancel them without the participation of the driver.
