Ukraine could currently receive $2 billion worth of American weapons under the supply chain at the expense of European allies. This was announced on October 22 by NATO Secretary General Mark Rutte.

"As for Ukraine, the President [of the United States Donald Trump] has decided to send weapons to Ukraine again, but paid for at the expense of the allies. We are working very hard on this project. [Weapons] for the first couple of billion US dollars have already been supplied to Ukraine, the weapons were paid for by their allies," RIA Novosti quoted him as saying.

It is noted that, in the opinion of the Russian side, arms supplies to Ukraine interfere with the settlement of the conflict involving NATO countries.

Ukrainian President Volodymyr Zelensky said on September 30 that the country's goal is to receive $1 billion per month as part of an agreement between the United States and NATO on the supply of weapons to Kiev. He clarified that the PURL (Prioritized Ukraine Requirements List) initiative provides an opportunity for Kiev to purchase weapons, in particular Patriot anti-aircraft missile systems and other American equipment.

Before that, on September 11, it became known that Ukraine was requesting $60 billion from the West, which would not include direct arms supplies and funds allocated by Washington. It was clarified that compared to 2024, Ukraine's financial requirements have doubled.
